Students at the International Academy are not eligible to vote at RWTH Aachen University.

This is based on Section 48(7), second sentence, of the Higher Education Act (HG). Under the model set forth in Section 66(6) of the HG (the so-called franchising model), the Academy prepares students for the examination, RWTH Aachen University administers the examination, and confers the academic degree. These are private-law degree programs offered not by RWTH Aachen University but by the International Academy.

Technically speaking, these students may be enrolled, but according to the Higher Education Act, they explicitly do not have the right to vote or stand for election.
